Kenneth “Biznessman” Allen is the Director of the Indiana Trafficking Victims Assistance Program (ITVAP). Allen grew up in a single parent household, and was raised in an impoverished neighborhood in Gary, Ind. After graduating from Gary Roosevelt in 2001 he attended IUPUI,. Allen is a 2014 graduate of the Congressional Black Caucus Leadership Institute. A 2016 Graduate of the Indianapolis Public Safety Citizens Academy, a 2017 Journey New Pro Fellow, and a 2018 FBI Citizens Academy Graduate.
Allen has served as the Director of the ITVAP since its inception in 2015. Under his leadership the Program has grown from a 600,000 and 5 staff persons operation to a 3.8 million dollar program. He currently oversees a staff of 15 full-time and part employees. He was very instrumental in developing a Human Trafficking resource app for smart phones in Indiana as well as a statewide awareness campaign. Allen worked tirelessly during the 2019 Indiana Legislative Session to get the Indiana General Assembly to recognize National Human Trafficking Awareness month. Allen previously served as the Chair of the Indiana Protection for Abused and Trafficked Humans Taskforce Victim Service Committee. He currently provides leadership to the Indiana Commercial Sexual Exploitation of Children Committee (CSEC).
